Government Agencies

U.S. Environmental Protection Agency
Created in 1970, the EPA is charged with protecting human and environmental health through regulations, education and grants. Among its grant-making divisions are the Drinking Water State Revolving Fund and the Clean Water State Revolving Fund.

U.S. Geological Survey
The USGS is the leading federal source for geologic and hydrogeologic science.

USDA Rural Development
An agency of the U.S. Department of Agriculture, Rural Development offers technical assistance, loans, grants and loan guarantees for drinking water, sanitary sewer, solid waste and storm drainage facilities in rural areas, cities and towns.

N.C. Department of Environment and Natural Resources
The department is the lead stewardship agency for preserving and protecting North Carolina's natural resources. Among its divisions are:

Division of Water Resources
The water resources division administers programs for river basin management, water supply assistance, water conservation and water resources development.

Division of Water Quality
The water quality division is responsible for statewide regulatory programs in groundwater and surface water protection.

N.C. Center for Geographic Information and Analysis
The center's mission is to promote the efficient, cost-effective development and use of geographic information. Among its responsibilities, it maintains the corporate state database, which includes maps and data related to water, sewer and stormwater infrastructure and floodplains.

Environmental Finance Center
Located at the University of North Carolina at Chapel Hill, the center is one of nine nationwide that provide state and local governments with training and assistance on financing clean water infrastructure, environmental compliance and sustainable development.

American Public Works Association
APWA is an organization of public agencies, private companies and individuals dedicated to providing high-quality public goods and services, including water, sewer and stormwater. Its activities include educational programs and publications.

American Water Works Association
AWWA is an international nonprofit scientific and educational society dedicated to the improvement of water quality and supply.

Rural Community Assistance Partnership
RCAP is dedicated to helping rural communities and tribal organizations obtain needed water infrastructure. The organization and its regional partners provide technical assistance to localities and advocate on their behalf.

Water Infrastructure Network
WIN is a broad-based coalition of local elected officials, drinking water and wastewater service providers, state environmental and health administrators, engineers and environmentalists interested in drinking water and waste water infrastructure.

WateReuse Association
WateResuse is a nonprofit organization whose mission is to advance the efficient use of water resources through reclamation, recycling, reuse and desalination.
