- The General Assembly creates the Economic Infrastructure Fund and directs the Rural Center to use the fund’s $20 million to create jobs where they are needed most. With the funding, the center launches grant programs to extend water and sewer service for new or expanding businesses, encourage the reuse of vacant buildings by private businesses, and test innovative economic strategies.
